What’s New – Changes for Pennie Enrollees
Due to federal law, there are some changes coming to Pennie. These changes impact the cost of health coverage as well as other enrollment requirements.

What’s Happening?
- In 2026, monthly payments are increasing.
- Since 2021, the federal government has been offering enhanced tax credits to make health insurance cheaper for Pennie enrollees. These enhanced tax credits expire December 31, 2025, Congress has not extended the enhanced tax credits in 2026.
- There are still some tax credits for people who qualify, but the amount will be smaller. People who make around $62,600 a year or more (around $84,600 for a couple) won’t qualify for any tax credits.

What is Pennie doing?
- Pennie remains committed to helping customers find the lowest costs on high-quality health coverage.
- Pennie has developed websites, factsheets, customer testimonial videos, and more to show the impacts these tax credits have made on Pennie enrollees. These facts are being shared with state and federal elected officials and key stakeholders for educational purposes.
- Pennie is PA’s version of the health insurance marketplace created by the Affordable Care Act. Because of this, Pennie must follow any federal laws that change health insurance standards.

- Changes in your household income, family size, or tax filing status.
